Tammy Hwang
Ward 4 City Councillor
My name is Tammy Hwang, and I am your City of Hamilton Ward 4 Councillor. I am well entrenched in the community, with deep experience working at City Hall. I have the knowledge, skills, and connections to find resources to move our city forward.
My family immigrated from Taiwan and set roots here. Growing up, I got to know the community from behind the till of my family business, Babe’s Jubilee store, at the corner of King and Province Streets.
Ward 4 is where I pay taxes, spend my time and money in this neighborhood I love – both as a community member, and a proud
Delta grad!
Prior to taking office, I was a city staffer by day and a small business owner by night. I worked in the Economic Development department.
My focus was to attract new investments and to enable immigrants and newcomers to start companies here in Hamilton. I am also a co-founder of CoMotion on King, a coworking space in downtown Hamilton.
I’ve guided new businesses, started community organizations, and mentored youth and women on entrepreneurism, career pathways and more. I am passionate about community vibrancy, small business resiliency, and advancing Hamilton’s infrastructure in a fiscally responsible way. I have been recognized as a YWCA Woman of Distinction and McMaster Alumni Arch Award for my service in the community.
Ward 4 residents and businesses have opened their doors to me and shared their concerns. I’ve been listening and learning – and I have lots of ideas. It’s an exciting time for Ward 4!
I aim to deliver and help build Hamilton to be the best place to raise a child and age successfully.

Pascale Marschand
Constituency Assistant
Born in Trois-Rivières, Québec, Pascale Marschand moved to Hamilton, Ontario, in 1990 with her family. Pascale learned to speak English through the French Immersion program of the Hamilton Wentworth Catholic District School Board.
In 2006, Pascale graduated with a Bachelor of Journalism from the Toronto Metropolitan University. Excited to begin her career, Pascale moved to North Bay, Ontario, to work for its local television news channel. As Producer, she directed the daily Cogeco North Bay News, reported on City Hall and the francophone community, and produced local documentaries. During her time in North Bay, Pascale gave back to the community by volunteering for Operation Red Nose.
In 2013, she took a temporary internal contract as Communications Manager, for the Cabin Safety department. Not only was she responsible for internal and external communications (i.e., Transport Canada and the Canada Transportation Agency), she was also acting department manager, as delegated, and project manager. There, she managed equity-deserving projects.
In June 2022, Pascale received her Bachelor of Public Health (Honours) with First Class Standing and Micro-Certificate in Environmental Sustainability from Brock University in St. Catharines, Ontario.
Pascale continues to engage in her community. Through her current position as Constituency Assistant for the office of the City of Hamilton Councillor Tammy Hwang, Ward 4, Pascale helps analyse and develop policy to improve the lives of residents. She sits on the Hamilton Women and Gender Equity Committee to the Hamilton City Council. She also sits on the Comité sur les services en français de la Clinique juridique de Hamilton. She is a member of L’Assemblée de la francophonie de l’Ontario, Environment Hamilton, and the Canadian Public Health Association.

Jac Hypolite
Administrative Assistant
Jac Hypolite is a seasoned business owner and executive assistant based in the Hamilton/Niagara region, with a career spanning since 2016.
She holds a degree in Multimedia and Cultural Studies from McMaster University. In 2018, Jac launched her virtual assistant company, dedicated to empowering small and medium-sized businesses by providing them with the support they need to focus on growth and achieving their goals.
A passionate advocate for her community, Jac is actively involved in Hamilton’s Black Business community and frequently contributes her expertise to organizations such as BLK OWNED Hamont.
Her commitment to fostering local entrepreneurship and diversity is a testament to her leadership and community spirit.
